John Collopy recognized for innovative budgeting model
June 27, 2019—John D. Collopy, executive administrator of budget for Jefferson County Public Schools (JCPS), is being honored by the Association of School Business Officials International with its Pinnacle of Excellence Award for an innovative budgeting model that more closely connects budget decisions and outcomes.
The budgeting model differentiates between expenditures that are necessary to operate a school district (operation expenditures) and expenditures that are intended for school and district improvement (investment expenditures).
The model incorporates regular scrutiny of expenditures and provides powerful tools for district leaders to communicate and justify their budget decisions, especially for those decisions that are unpopular.
“With this systematic and transparent approach, budget adjustments are not only more strategic but also more likely to be accepted by stakeholders,” Collopy said. “This innovation has played a critical role in improving the budget process and decisions of our district. With more strategic use of the limited financial resources, we expect sustained and accelerated improvement in student achievement.”
The Pinnacle Awards showcase replicable projects and practices that allow district business leaders to exchange and implement new ideas to better support their schools and communities. The awards are sponsored by Virco, Inc. Collopy will be presented the crystal Pinnacle of Excellence Award at ASBO International’s 2019 Annual Conference & Expo in National Harbor, Maryland, in October.
